ORDER N° 17/00394 /MINESUP/SG/CNFMP/na OF 14 June 2017.

To launch the National exams and competitive entrance examination into the cycle of specialization in medicine in Cameroon for the academic year 2017-2018.

Mindful of

The Constitution.
Law No.2001/005 of 16 April 2001 on the orientation of Higher Education.
Law No. 2007/006 of 26 December 2007 to determine the financial regime of the State.
Decree No. 73/796 of 20 December 1973 to reorganise the University Center For Health Sciences.
Decree No. 92/074 of 13 April 1992 to transform the University Centres of Buea and Ngaoundere into Universities.
Decree No. 93/026 of 19 January 1993 to create Universities.

Order No. 055/PM of 10 June 2013 on the creation, organisation and functioning of the National Commission for medical and pharmaceutical training in Cameroon.
Press release No. 17/0002/MINESUP/DAUQ/na of 09 June 2017 issued at the end of deliberations of the 3rd session of the National Commission for Medical, Pharmaceutical and Odonto-stomatological Training in Cameroon.
HEREBY ORDERS AS FOLLOWS:
Article 1 .

A National Exams and Competitive entrance examination into the cycle of specialization in Medicine in Cameroon is hereby launched for the academic year 2017/2018.
The papers of the aforementioned examination shall take place at the Faculty of Medicine and Biomedical Sciences of the University of Yaounde I, on Friday 13 October 2017.

Article 2.

Registration for the National Exams and competitive entrance examination into the cycle of specialization shall be open to Cameroonians of both sexes and shall be written in one session.
Article 3.
National Medicine Concours Cameroon 2017-2018 specialization in medicine.

(1) Candidates for the competitive examination are shared per specialty according to the table below:

4 Surgery and specialities. 15
5 Gynaecology / Obstetrics. 08
6 Internal medicine and sgecialties. 20
7 Psychiatry. 02
8 Pediatry. 08
9 Radiology. 08
10 Public Health. 06
11 Ophthalmology. 06
12 ORL. 05
Total 96

(2) The following Surgery specialties shall be opened depending on the intake capacity and availability of human resources at the Faculty of Medicine and Biomedical Sciences of the University of Yaounde I. They are:

General Surgery.
Pediatric Surgery.
Orthopedic Surgery.
Urology Surgery.
Neurosurgery.

(3) The following Internal Medicine specialties shall be opened depending on the intake capacity and availability of human resources at the Faculty of Medicine and Biomedical Sciences of the University of Yaounde I. They are:

Internal Medicine;
Cardiology.
Medical Oncology
Neurology
Endocrinology
Pneumology.
Nephrology
Hepato-Gastro-Enterology.
Article 4.
National Medicine Concours Cameroon 2017-2018 specialization in medicine.

(1) Eligible Candidates for admission shall meet the following conditions:

Be of Cameroonian nationality.
Be aged 35 years at most, on January 1 of the year of the examination.
Be holder of a doctorate degree in Medicine or in Pharmacy issued by a recognized faculty in the country, or either a foreign recognized degree.
Have two (02) years of professional experience and an authorization from the User Department or the supervisory organization.

(2) Can equally take part in the examination of the cycle of specialization in medicine and admitted out of the quota, within the limits of spaces available and within the conditions laid down by the instruments in force:

Candidates from other corps and sectors.
Candidates from the lay private and confessional sector.
Foreign candidates, notably those from States that have signed a cooperation agreement with the Republic of Cameroon.

(3) Residing Cameroonians who are public servants shall be governed by the instruments in force, especially in terms of remuneration, advancements and leaves.

(4) Training fees for local students, who are not civil servants, shall be borne by the individual or by bodies that recommended them.
Article 5.
National Medicine Concours Cameroon 2017-2018 specialization in medicine.

(1) Complete application files for candidates into the cycle of specialization in medicine shall comprise the following documents:

An individual information sheet duly filled by the candidate to be downloaded from the sites www.concours-médecine.uninet.cm and www.minesup.gov.cm . This form bearing an identification number, shall be printed by the candidate.
A certified true copy of birth certificate of less than 6 months.
A Certified true copy of the certificate required for the examination.
An attestation of the presentation of originals signed by competent authorities.
An authorization from the employer or the sponsoring organization with a commitment of financial guardianship.
A medical certificate of mental and physical fitness issued by an authorized medical doctor.
(04) Four colour passport size photograph with the names of the candidate written on the back
The receipt of payment of the sum of fifty thousand (50,000) CFAF as registration fees for the examination, bearing the field of study, to the address of the Financial Agent of the Department of University Accreditations and Quality (DAUQ), issued from any Express Union Branch to Express Union Warda branch, Yaounde.
Two stamped, self-addressed envelopes.

(2) Complete application files shall be received latest on Friday 29 September 2017 at the Faculty of Medicine and Biomedical Sciences (FMSB) University of Yaounde 1.
Article 6.

Only candidates registered online and who have deposited their complete application file shall be authorized to sit for the examination with their National Identity Card.

Article 7.

The Examination shall comprise of Written papers and Orals.

Article 8.

The examination programme shall be that of level six in medical studies.
Article 9.

At the end of the written papers, the jury appointed by the Minister of Higher Education, shall draw a list of successful candidates for orals in alphabetical order.
Article 10.

The interview shall be conducted before of a jury made up of at least 4 (four) professors.
Article 11.

At the end of the interview and taking into consideration marks scored in other papers, the Jury appointed by the Minister of Higher Education, shall draw the list of successful candidates in the competitive examination by order of merit.
The final results are published through a communique by the Minister of Higher Education, according to quotas defined in article 3 of this order.

Article 12.

In any case, there shall be no deferment of admission from one year to another.
Article 13.

Heads of State University Institutions, Heads of Institutions authorized to offer medical training and the Director of University Accreditations and Quality of the Ministry of Higher Education shall be responsible, each in his own sphere, for the implementation of this Order which shall be registered and published everywhere need arises.
